Open three global university rankings side by side and you will find the same handful of institutions near the top and near-total disagreement about everything below. A university at 30 in one table can be at 90 in another. Neither is broken. They answer different questions and present the answers in the same shape.
The takeaway up front: a university ranking is a weighted average of proxies, and the proxies are the ranking. Change what you count — reputation survey responses, citations per academic, Nobel laureates, teaching resources — and the order changes. So the useful skill is not picking the "correct" ranking; it is reading the methodology, deciding which proxies match the question you actually have, and using the table that measures those. The machinery is the same one behind how rankings are made in any category — university tables are simply an unusually well-documented case of it.
The three big global tables, and what each one counts
Shanghai (ARWU): elite research output, nothing else
The Academic Ranking of World Universities, published since 2003 and now by the ShanghaiRanking Consultancy, is the most transparent and the most narrow. Its indicators are almost entirely objective and countable:
- Alumni who have won Nobel Prizes or Fields Medals — 10%
- Staff who have won Nobel Prizes or Fields Medals — 20%
- Highly Cited Researchers — 20%
- Papers published in Nature and Science — 20%
- Papers indexed in the Science Citation Index-Expanded and Social Science Citation Index — 20%
- Per capita academic performance, normalising the above by academic staff size — 10%
Notice what is absent: no survey, no teaching measure, no student experience, no employability. ARWU measures presence at the top of global research, with data anyone can audit. The prize indicators, worth 30% combined, are historical — they reward institutions where a laureate studied or works, a signal that lags by decades.
Use it for: identifying elite research concentration, particularly in the natural sciences. Do not use it for: deciding where to do an undergraduate degree.
QS: reputation-heavy, employability-aware
The QS World University Rankings leans on two large opinion surveys — of academics and of employers — alongside a smaller set of quantitative measures. Across recent editions, academic reputation has carried the single largest weight, at roughly 30%, with citations per faculty around 20% and employer reputation around 15%. The remainder is split across faculty-to-student ratio, international faculty and student ratios, and indicators QS added more recently for international research collaboration, employment outcomes and sustainability. QS revises these weights between editions, so check the current one before quoting a figure.
The reputation surveys are the defining feature and the main criticism. They capture something real that no citation count reaches — how a university is regarded by people who hire and collaborate — but they also lag reality, favour large and long-established institutions, and reward name recognition. A university that improved sharply over five years will move up in citations long before it moves up in reputation.
Use it for: brand strength with employers and academics. Be sceptical when: a table's leaders look identical to a list of universities people have simply heard of.
Times Higher Education: pillars, with teaching in the mix
The THE World University Rankings distributes weight across five pillars — teaching, research environment, research quality, international outlook, and industry income and patents — built from eighteen indicators in its current methodology. The great majority of the weight sits in the first three; international outlook and industry account for a small remainder.
THE's "teaching" pillar deserves a caveat that its own documentation makes clear: it is built from resource and reputation proxies — staff-to-student ratio, doctorate-to-bachelor ratio, institutional income per academic, a teaching reputation survey — not from any measurement of teaching quality. That is not a flaw the publisher hides; it is a limitation of what data exists at global scale. But readers routinely see "teaching 30%" and infer something the number cannot support.
Use it for: a broader picture than ARWU that includes institutional resourcing. Remember: resourcing is an input, not an outcome.
Why the same university lands in three different places
Four mechanisms explain nearly every disagreement, and they generalise well beyond universities.
Different indicators. ARWU counts Nobel laureates; QS counts survey responses. An institution strong in one and weak in the other is genuinely both things — the tables just disagree about which one counts.
Different weights on shared indicators. Both QS and THE use citations, but they contribute differently to each total. Identical underlying data, different effect on the score. This is why weighting quietly decides winners — a point worth reading in full in weighting and normalization.
Different normalisation. Dividing by academic staff produces a very different order from raw totals: it lifts small, intense institutions and penalises large ones. Field normalisation matters even more. Without it, citation counts flatter medicine and the life sciences, where citation rates are structurally higher, and punish arts, humanities and engineering. A university's discipline mix can therefore move it dozens of places for reasons unrelated to quality.
Different source databases. QS and THE draw bibliometrics from Scopus; ARWU and US News rely on Clarivate's Web of Science. The two index different journals, with different coverage of non-English and regional publication, so the same university produces different citation counts depending which you ask.

The rankings that refuse to give you a number
Two are worth knowing about, because they illustrate the alternative. The CWTS Leiden Ranking publishes bibliometric indicators and deliberately declines to combine them into one overall score — you choose the indicator and the field, and read the result. U-Multirank takes the same position from a different angle, comparing institutions across multiple dimensions without producing a single league table.
Both make the same implicit argument: the composite score is the least defensible part of any ranking, because it requires the publisher to decide, on your behalf, how much research output is worth relative to teaching resources. There is no objectively right exchange rate between those things.
Reading any university ranking properly
- Find the methodology page and the indicator table. If weights are not published, the ranking is an opinion with a number attached.
- Check the data source and the year. Bibliometric windows are typically several years wide; survey data is collected months before publication.
- Ask whether citations are field-normalised. If not, the table partly ranks discipline mix.
- Ask what is normalised by size. Per-capita measures and raw totals produce different worlds.
- Check for methodology changes between editions. When weights change, movement is partly an artefact of the change rather than of any university doing anything. Publishers usually flag this; readers usually miss it.
- Look for the overall-versus-subject gap. A university ranked in the hundreds overall can be world-leading in your specific field, and for a student decision that is the number that matters.
- Check who paid for what. Ranking publishers commonly sell consultancy, data services, advertising and profile listings to the institutions they rank. Not proof of bias, but a disclosure a reader is entitled to weigh — the general test is in how to read a ranking methodology.
Participation is also neither universal nor permanent: several prominent US law and medical schools publicly withdrew from the US News rankings, and some European universities have stepped back from global tables, arguing the incentives distort behaviour. A missing university is not necessarily a weak one.
Match the table to your actual question
- "Where should I do an undergraduate degree?" No global ranking answers this well. Use subject rankings, then national data on graduate outcomes, contact hours and student satisfaction.
- "Where is the strongest research group in my PhD field?" Subject rankings and field-normalised bibliometrics, then read the papers and find the supervisor. Institutional rank is close to irrelevant here.
- "Will this degree be recognised by employers?" Employer reputation indicators are the closest proxy, with the caveat that recognition is strongly regional.
- "Which universities dominate elite global research?" ARWU. That is the question it was built for.

Which university ranking is the most accurate?
None is "accurate", because there is no single agreed definition of a good university to be accurate about. ARWU is the most transparent and the narrowest. QS is the most reputation-driven. THE is the broadest. The right one depends on whether you care about elite research output, employer recognition, or institutional resourcing.
Why do rankings change so much year to year?
Three causes: real change at the institution, noise in survey samples and citation windows, and methodology revisions by the publisher. The third is the largest and the least visible. When a ranking changes its weights, large movements appear across the table without any university changing.
Are university rankings biased toward English-speaking countries?
There are structural effects that point that way. Bibliometric databases index English-language journals more comprehensively, reputation surveys reward globally recognised names, and indicators such as international student share favour countries that attract mobile students. That is a property of the indicators rather than a stated intention, but the effect is real.
Do universities pay to appear in rankings?
Placement in the main tables is not sold. However, ranking organisations commonly earn revenue from the sector through consultancy, data subscriptions, events, advertising and enhanced profiles. Reading a ranking with its publisher's business model in view is ordinary diligence.
